Are leaders automatically transferred to other units as they were historically? For instance Von Manstein started the invasion as a corp commander in the units tasked with taking Leningrad and then was transferred to an army as its commander.

No, you must do it manually. However leaders can be dismissed, executed or killed in combat, then the engine will assign automatically new leader from the pool.

Have not delved much in the editor but for example, can you hypothetically create a new Panzer Korps and assign Rommel? Pretty new to the game still but it is amazing at all the detail.

In game Axis can not create new units but in editor you can. Rommel is in DB but not available, you can change it in editor as well.
