Editor: Infantry weapon and Mobility

I edited Infantry weapon and Mobility raising the maximum value to 5 and to 2 respectively in the research screen.
It is weird that during the game Usa and Uk reached level 3 of I.W. and 2 of Mobility but it was impossible to apply those values to the units.
Maximum lvl of I.W. applicable to units was 2 notwithstanding the fact that the research had reached lvl 3 (and over).
Is it a bug?

Hi

No, it's not a bug. The maximum upgrade levels that can be applied to each unit type are editable, so as well as increasing the maximum level the category can be researched to, you'll also need to edit the maximum levels that units can be upgraded with.

To do this go to:

Campaign -> Edit Country Data -> Edit Research then click on Advanced at the bottom right.

When in the Advanced tab for Research, click on the Upgrades button in the bottom right. Here you can fine tune specific research categories, costs and the maximum number of levels that each unit type can gain from research. These can be set independently for each Major, and their respective Minors will automatically have the same settings.
