british manpower pool empty

Playing battleground italy scenario, 1.01.68
I've got all british units around 60% of TOE,
it seems british manpower not being produced
Here a screenshot with manpower production,
it seems only 38 british men (all pools) have been enrolled since the beginning, less than Norway!!

is a server game against sbit, T39 now on server

Loaded up a Salerno to Rome save and on T3 just 2 british manpower listed as produced. This is either a display error or a (massive?) bug.

Yeah, all of my british divisions are in this shape... and we're only at turn 39 [8|]
