Devices - Radars

The Database Editor does not seem to address radars in general, and airborne surface search radars don't seem to be addressed in the game. These were very important to things like the US PBY Black Cat operations during the war. Has anyone found a way to address them?
What I am not sure about is how to address the "effect" rating, since search radars don't do damage.

Any assistance would be greatly appreciated!
I only wish I had you, the gentlemen of the pen, exposed for once to a smart skirmishing fire...
