Disbanding German Air Units

Playing the Germans in the D-Day Campaign. There are certain air groups that just seem to 'hang around'. I/ZG 26 and Stab/ZG 26 are examples - I can't disband them - why?

If you play without EFB option then a unit withdraw set in data prevents disband orders as they are sheduled to move elsewhere.
