Temporary overstacking of land units

The MWiF player's manual advises:
Overstacking
In general, units may not overstack during land movement. However, MWiF enables temporary overstacking, primarily to enable players to rearrange units in hexes that are fully stacked.

How do I do this? I don't seem able to just move a unit into a hex to temporarily overstack, nor can I use CTRL to do so.

If one wants to swap units in two fully stacked hexes, there is often a work-around: Move another of the units in the hexes to some third hex, swap the two units, and then undo the move the first unit.
I thought I knew how to play this game....
