Torch to Tunisa no fuel bug?

I have just come back to WitW, after W10 upgrade (clean install). I have noticed that neither Malta nor Gib have any fuel for some turns, even though getting good supply deliveries (and in Gib's case having massive stockpiles). Has this been reported before. Save available.

are you speaking of the airbases there?
Airbase supply priority at zero?

Ah - yes. i am rusty, although I dont recall the scenario setting zero priority for such important airbases in previous versions.

added it to my list to check these two bases (and others). I'm somewhat surprised this setting basically disables deliveries despite having units on them requiring stuff.
