Food delivery issues

I got a problem that mostly affects infantry they run out of food within a turn if they are further away then 2 tiles from the road despite me having plenty strong logistics and food reserves.. Im a bit clueless as to why

I wonder if its the terrain. Usually infantry can just carry the food about 4 hexes, but that is mostly plains and such. Hiking up and over mountains and forests might be a different story.

Yeah it was forested hills for most of em

I think units get 100 AP to grab logistics from roads. If they're moving through high mountains that could be a problem. I'm not sure what forested hills cost AP wise for logistics.
