Shouldn't emergency food be taken from zone inventory?

It makes no sense that a zone's public assets produce a ridiculous amount of food but because of logistics issues elsewhere the population doesn't get anything... :(

Troops stationed in a city should probably pull food from the zone inventory too if there's enough stock to cover expenditures. It doesn't particularly make sense that in order for the soldiers to eat the food, it has to shipped to the SHQ, then back to the unit when the soldiers are standing on the location that's shipping the food to the SHQ in the first place.

Emergency food does not use Logistics capacity. "It is asumed civilian vehicles come and get it".

Making the SHQ the center of he logistics system is the only hope he hsa of getting any sense into it.
