Air Interdiction - V.4.1.0.40

Wanted to see if anyone has run into an issue with air interdiction not properly working under V4.1.0.04, and how to fix it? Play testing several scenarios that were updated to the new patch (Germany 84/Middle East 2000), noticed airstrikes are occurring at the end of the turn, not throughout the combat phases. However, for a newly created scenario, airstrikes are still occurring throughout the turn, which unrealistically guts out any force in a few turns.

The new scenario was created under the original version, and copied into the Documents/My Games/TOAW IV folder after patching to V.4.1.0.20 and to V.4.1.0.04. Fairly new to the game and is this something that anyone else has run into. Not sure if you need to somehow update individual scenarios to the current patch?
