[1.05c #52] Something is deleting troops

I posted in the main forum but I think this problem is so esoteric that it might actually be a bug.

I have a game wherein my troops are getting deleted arbitrarily from different zones. I thought I had it narrowed down but have discovered now with additional testing that it's happening all over the place. Entire units are disappearing as troops are deleted from their ranks. I have tried everything to fix it but can't figure out the cause. As far as I can tell it's none of the usual suspects (food shortages or accidentally marking something to be disbanded or obsolete). I thought maybe the AI was playing some stratagem on me but "Call to Power" should create rebels and I'm not seeing that happen either. Maybe this is an event but I'm not getting a message for it?

Quite sure this is due the Crime Syndicate activities. Check their reports (in REPS and Zone Tab). Some crackdowns might be in order?
