What does "effect" mean in the devices section of the editor for AFVs, infantry, etc.?

It means different things for different devices. Best to think of it as a relative term with respect to similar devices and the counter devices.

For AFVs, what does it mean? Does it have any influence as to how difficult there are to destroy?

That is precisely what it means, but only from aerial bomb attacks. I should have read all of your first post; just waking up here.

I am a little confused now. The 60 lbs rocket(device 78) had the afv (device 90) listed as its anti device. Does that mean the rocket can't destroy an afv or only an afv?

No, rockets are considered a type of bomb like any other. Anti-devices are only relevant in the e-warfare code as far as I can see.
