Beta 10U23 - Europe 1941 - USSR negative logistics

I was willing to play the Europe 1941 scenario as Allies against Axis.

The USSR is starting the scenario with -329 logistics points. As such, it is not possible to buy anything right away. Is it WAD?

It has historical forces exactly to the number. So it is slightly over as the masses will get slaughtered on the 1st turn.
