[1.07.03] Ne game generated faction leader dislikes faction profile

In a newly started game, faction leader has a Democracy- profile, despite leading a Democracy++ faction.

It can happen. Not often, but the faction (presumably initiated by invisible individuals) tries to find the best suitable leader... they are not always there.
