Expel Diplomats card either not working right or description misleading

Not sure if this is a bug or not, so starting here.

If I select the Expel Diplomats card, and then go through my targets, I notice the following:

Nation 1: Relation 95 / FRIENDS. Cultural exchange, free trade and joint effort established. "EXECUTE STRATAGEM" is available for this nation -- it's a valid target.

Nation 2: Relation 37 / FRIENDS. No formal relations established. "You can only break contact with target regime if you have no trade, research or pact still intact."

Other Nations: Some at war, some just neutral or at blackmail. In all cases, "You can only break contact with target regime if ..." error is there.

So, unless I'm failing to read this correctly, the usage condition of this stratagem is working in the opposite manner to its description. It appears I can only break relations off with the one nation I *do* have formal relationships established with.

The likely other possibility is that the actual problem is that nation 1 is the only nation I have opened contact with; the others I haven't even opened contact with. If that is the case, then it makes sense that I can't expel diplomats that aren't there (duh), but the error message is citing the wrong reason. Plus, if it's correct, it shouldn't let me do it with nation 1 either.

This sounds like it should be a bug report, wich we usually put into Tech Support.

However do mention the version the savegame was created in. Stratagems, Assets, Events and OOBs are stored in the savegame at game creation. And especially a old planet creation save can include a lot of old bugs on those vectors.

The "Expel Diplomats" lowers the level of official diplomatic contact you have. That is along the "No Contact" -> Contact -> Embassy -> Cultural exchange line.
