Units routing out of isolated Leningrad

I've been isolating Leningrad for several turns, controlling all Ladoga ports. Now starting to clean it up and all units are routing across the lake instead of surrendering.

Leningrad has been receiving some Air Supply but only a fraction of what it must need, judging by the state of it's units.

For some reason when I look at your turn 20 save, the Soviets say they are in supply, although the hexes are isolated. I don't see any reports of air transport missions flown the previous Soviet turn, but that would put the units in airhead supply anyway which would not allow them to rout out of the isolated hexes. If I advance your turn to the next Soviet turn the units are isolated, and stay that way in the next German turn.

Do you have a autosave for the Soviet turn 19? I'd need to see this to figure out why the units think they are still in supply while the hexes are isolated. Seems something is not right but it corrects by the Soviet turn 20.

I'm surprised, that would be the rare exception. The supply runs are like clockwork, normally 5-6 a turn.

I've noticed the same, though not in Leningrad. I've isolated soviet units in pockets. Continue the advance with other units, so there is a spread between 'friendly' soviet hexes. Then in cleaning the pocket, the soviet units have routed across my captured territory and back into their friendly territory.
