How to edit the UI?

I can see that it is fairly straight-forward to modify counters. However, I would like to know if there is a way to manually edit the rest of the UI graphics, including all the tables, windows, and particularly the national flags of the representative countries? (including the graphics used in the menu bar along the top of the screen)

There is not. You can mod the map and counters.

The flags.png file can be changed if needed.

Unity locks all the images inside the engine. I have no access to it. Traditional games create with just a UDI allow access otherwise I would allow it.

So I had to invent a system to import files individually into the game. It was incredibly time consuming as each individual file needs to be accounted for. The UI has MANY files.
