specialty production rate for Japan

I think the specialty production rate for the Axis is pretty low. With 13 points it takes about 8 turns to get 1 specialty. So you have about 3 specialties per year. Will this increase for Japan during the campaign (I am in April 42 now)? I would like to try all the new cool specialties in WPP but it's hard to do with the given production rate.
