Cannot Purchase Game

Can anyone help at all.
I have been trying to purchase this game, and after several attempts I keep getting the message below
The request cannot be fulfilled for the current shopper. Please contact BlueSnap support for further details.
I do not know hoe to contact this "Blue Snap", Can anyone be of any assistance at all?
