[Explained] Jap MAD Radar not available in Nov 42 ?

Hi,

i'm not sure, but i always thought that greyed devices ares devices not available yet.
But here i'm in Nov 42, MAD is supposed to start from Oct 42, and it's still grey.

Is there any reason ? Is it active even if grey ? But if so, how to make sure ?

Here is a screen with a Kate (the N-6 is grey too, but that's normal), and it's the same on the Jake and the Helen...

Btw, is that radar efficient ? Specifically against subs i guess ?

If you look at the data there are two MAD devices. One for the Allies that is available 10/42 and one for Japan that is available 6/44.
The Japanese are not allowed to steal technology from the Allies. [8D]
