Tansfer of units to Axis Reserve

It's Jan 1945 and I want to transfer all units with less than 35% TOE to the Axis Reserve. I go to Commander's Report filter to units on map, only arm, inf,mech and cav, filter to 0 to 35% TOE get 149 units; select transfer to Reserves, computer asks if I want to transfer, I say yes, and zero units get transferred.

Am I missing something?

they have to have been on the map or in a Theatre for one turn to be moved (doubt that is the reason), over 4 hexes from an enemy unit and on a rail hex that links to a NSS (& have enough SMP to entrain and move one hex).

13.1.3 covers this

edit - you can double check eligibility in the commander's report, at the bottom right hand side is a filter for those units that can actually be transferred
