Palembang is where the oil fields are. It is also the port but river based and 150 km inland. I guess the port hex is to represent this. I couldn't verify if in 1941 it had the river access to the ocean. Now the port is in Palembang and they have a channel to the ocean.

It was the same then. A unit of Japanese infantry were destroyed when RAF Hurricanes strafed them on barges heading up river towards Palembang
