Recon Bombers vs Naval Bombers vs Fighters

Naval Bombers have naval attack 1.

Recon Bombers have naval attack 2.

Should this not be the opposite? Should not naval bombers have a higher naval attack? I think I remember a patch toned naval bombers down but why not tone down recon bombers naval attack instead? What am I missing here?

Also what is the bracket number next to naval attack for naval bombers?

Next up is Recon Bombers vs Fighters!

Recon Bombers vs Fighters: 2 attack.

Fighters vs Fighters: 1 attack.

I discovered this when I discovered I could do more damage to fighters with Recon Bombers.

Just like I discovered I could do more damage to ships with Recon Bombers than Naval Bombers.

So Recon Bombers have better naval attack than Naval Bombers and better fighter attack vs fighters than fighters. What? What am I missing here?

Recon Bombers' attack values are used when they are bombing Fighters on the ground, whereas Fighters' attack values are used when they are either engaging with Recon Bombers in the air, or attacking them on the ground.

The Fighters can also increase this attack value by a further 5 points through research, i.e. up to 6, while the Recon Bombers can only go up to a maximum attack value of 4.

The Maritime Bombers have a longer range than the Recon Bombers and their value is really more in scouting rather than in bombing, whereas the shorter ranged Recon Bombers had more potential at the latter.
