Synthetic Fuel Refinery vs Methane Synthesis Plant

Checking all their ranks and such, it would seem that the Methane Synth is just worse. All values are the same except Methane costs water on top of the workers, AND Methane costs more in Worker Upkeep where Synth Fuel stays a static 100 every level.

I figured one of the advantages of having CO2 in the atmos was the ability to build the Methane Synth plant...but that doesn't seem to be the case. Unlocked on the exact same level of tech too. Did I miss something?

EDIT:
Methane Synth is also more costly to build, tons more metal, a bit more IP, and needs Hi-Tech parts.
