Garrison vs active units

Something I'm still a little unsure about. Do garrison defend as strongly as active units? I know they have reduced offensive and movement capabilities, but if all they're going to do is hold a line should I bother switching them to active?

Garrisons have +2 antitank compared to Active units if I remember well. So yes, they defend better.
