So in digging through some online archives...

The real difference in these units is the number of aircraft they can carry.

So why do they have a combat value difference?
Why not just have each type have the same combat value but air would be less.

So say the Akagi would have 10 air yet the Ryuho would have 5 and an Exeter class have say 12?

Is there something that does not work right with combat?
I mean for the most part the CVLs and CVEs carried the same aircraft just less.

I see what you mean. In the game, CV, CVL or CVE have 6 carrier based planes.

And it is true that CVL were having a smaller air group mainly composed of fighters. They were providing additional CAP ability and few torpedo bombers (around 9).

Since carrier based planes are mainly bombers, CVL must have a reduced air to ground power and this is indeed the case for Tactical, Naval Air, ...

Is it really a problem?

It would depend upon how combat results are calculated.

For example, 2 CVLs should have the same air compliment that a CV has...but in this game they are weaker.

They have double the air units, which is incorrect, but have less strength.

It should be that they add together and become equal to a CV.
Maybe they do.

It is difficult to tell.

In my limited testing 2 CVLs do not seem to be able to touch a CV...but it requires more testing.

Just my bad programming. I abstractly reduced their factors and kept the strength.

Next game each naval carrier will have the correct # of units.
