Japanese bases not getting supplies.

I occasionally experience when starting a new PBEM, that some bases on mainland Japan are not getting supplies of any sorts. This happens most often to Gifu which is a quite important R&D/Aircraft production base. I have restarted some games and without changing anything, they somehow get supplies in the next game. Surely there is another way to solve this problem without having to start over ?

Supplies go to where the demand is. If you have no troops at Gifu and all the other bases are pulling supplies it will take a while before Japan has enough supply to send any there.
Do not stockpile at any base - it messes with the supply distribution model. Do not turn up the supply draw on bases near Gifu, but turn up Gifu's draw at least 4 notches.
Put an HQ and a Base Force there to help draw supply.

BTW - Tech Support is for issues getting the game to run or display properly on your computer. Your supply problem is an in-game issue that is best handled on the main WITP-AE Forum or the War Room sub-forum.
