AI deficient in an early game scenario

During my playthrough I noticed that AI was unable to expand their territory at all from the start. The below screenshots are from round 61.

This is likely dictated by the following conditions:

Difficulty: Normal
No starting armies (not sure if this condition affects AI?)
Aggressive and numerous Alien/Non-aligned forces (55 zones map)

Regimes ranked from 3-11 are all AI

I am seeing the same results with the latest beta 1.11.07.

Just finished a normal game on turn 43, small planet, and two majors.. No movement from either.

New game, normal, large planet with five other majors. On turn 14 with no major movement again.

I am getting the same behavior - no major nation expansion. Definitely introduced recently. Not sure of it was 06 or 07.

The AI is expanding nicely in 1.11.06, have not tried 1.11.07.

Have tried various settings and restarts under latest beta 1.11.07 with same results, i.e. no major regime expansion.

Did not see this behavior with prior betas.

Agreed. Happened to me on a small Planetoid.

I can confirm that AI has plenty units and continues to produce more, but is seemingly incapable of moving them away from the city hex.

It seems like a pretty major AI bug in the latest beta
