Richmond is not capital at the very beginning, and there is small chance that both North Carolina and Tennessee do not secede in the first two (CSA+Union) turns. Then, there is no land connection from Virginia to industrial centers during the second turn for the South. Which means, the first two brigades from the production queue cannot be placed in Richmond, to help forming of crucial 'The Line' around Shenandoah, Alexandria, Fredericksburg etc. You know, position of this line is very important, and even one turn of delay of two brigades is irritating. Especially as this is rare totally random event

(rare random case of secession of Kentucky is also irritating for multiplayer, but this is at least always due to some players actions, like diplo chits and Garibaldi, while the industrial center issue is just out of anyone hands, meh)
