Effectiveness and Experience of CVs

In WPP, CV/CVL/CVE have two experience ratings, one for the air component and one for the ship. I have tried to find this in the manual plus anything on effectiveness and how it impacts the combat and interception capability of naval groups.
I am also wondering if the game factors in that the Japanese air crew replacements were inferior to the air crews they started the war with who were very well trained and experienced. In the latter stages of the war, the pilots flying kamikaze missions didn't even know how to land. So question is, are Japanese air replacements in the game lower in experience?

I assume players aren't morons and they train their pilots. So the answer is no.
