DLC Install Breaks Game

I ordered the Strategic Command American Civil War Game and the War in the Americas DLC today.

I installed the base game on Steam and it was working normally. I then installed the DLC and it broke the game. Specifically, when I start the game it still presents the Main Menu page. But when I click the "Single Player" option the "Select Campaign" screen comes up but there's no data on it (no campaign names/dates)...there's nothing to select. Also, if I select the "Settings" screen, it locks the game and there's no way back to the main menu.

I have tried uninstalling and reinstalling the game several times. I also tried to reinstall the base game only, by deselecting the "Install DLC" tab in the Steam properties section. Nothing works, the game is broken.

Any help/suggestions would be appreciated.
