Why do straight running torpedoes always have PH of 40%?

I've been playing the "The Enemy Below" scenario in the Silent Service DLC and it seems that no matter how close or far you are from your target straight running torpedoes (MK 14) always have a PH of 40%. This seems wrong to me. Shouldn't this change with the distance from the target and the angle of intercept (not counting evasive action by the target of course)? I know that the U Boat aces tried to get in real close to assure they made hits and from my experience with other sub sims the range is a critical factor with straight runners. The closer the better.

Hear, Hear!

Currently submarine can easily hit straight runner torpedo against 35kts destroyer charging to submarine for attack. I know such attack was called "down the throat" during WWII, and thought to be the last-ditch method (indeed it was very hard to hit in Silent Hunter IV).

And it was pity that recent change of diesel/battery usage model (sub uses both diesel/battery above periscope depth while previosly used only diesel) hindered the night surface attack tactic.
