Issue With Remember The Maine Scenario in Wars In The Americas DLC

I am playing as the American against the computer. It is late April and I have troops in the ports in Florida and California but I cannot select Amphib or Long Range Amphib for any of these units. Please advise. Thank you.

You won't be able to embark any units on amphibs until the USA has entered the war (if you're in late April, this could very well be the next turn).

That's by far the most likely cause of this.
