Refit/Unready

Playing original WITE Soviets...have many, many divisions in Refit....they hardly ever seem to change status...they are all over 10 spaces from enemy units, in supply. Is there some way to speed up their conversion to Ready? As of September 1942 there are 65 such units....Soviet line very thin without them!!
I finally found the answer in old forum writings.....TOE to!100%!!!
