Hi There

The JMSDF is currently upgrading DDH Izumo class to carry F-35B (as below), the USMC has been operating them on the Izumo training JMSDF pilots not for deployment and the JMSDF currently doesnt have them deployed on the Izumo.

Are there constitutional restrictions for operating carriers outside self-defense in Japan?

Good question, there is no doubting that Japan now sees the DPRK, China and Russia as threats to its regional peace.
