Burma Road event

I'm curious as to why the Burma Road event does not fire until Japan is at war with the west. Historically, it put supplies in to China from the start of the war (Japan was so irked by the amount of supplies flowing along the road that it forced its closure for 3 months in 1940 by threatening war). As it currently stands, once Japan cuts the Indochina supply route China gets no outside help until Japan declarers war on the west. Shouldn't the Burma road event fire once Indochina is cut off? Perhaps give Japan a chance to force its closure but at a cost of increase US mobilization?

The Burma Road is not contingent on the USA having joined the Allies, so it should replace the Hanoi-Kunming railway as a source of supply for China providing its own conditions are met:

There is also a DE for the Hump air supply flyovers, at albeit half the MPP income.

Bill, thanks for the explanation. I wonder if it's firing late in my games because Burma is neutral (and thus not Allied) until Japan has declared war?

Elessar, I've seen that one after the burma road has closed. China needs every MMP!

That's correct. When countries are neutral it's a lot more complicated to build in events like this, with the risk of multiple Decision Events appearing as the situation changes, but all saying the same thing.

That's obviously not something we would really want, so instead China has to tighten her belt and rely on her own resources for a while until the Allies enter the war against Japan...
