Help with ABM/GBI

After a hiatus from CMO I have started messing around with it and one area I am really interested in is nuclear warfare and ABM. I don't seem to have had this issue previously but now when running scenarios it seems like the GBI are firing way too late and missing by such a wide margin that they are completely useless. The THAADs and DDGs almost never fire as well. I did a lot of searches on this forum and read through the posts and tried to ensure I have all necessary EWR, SATs, etc but it doesn't seem to be helping. I feel like I am overlooking something obvious here. If someone could take a look at the file provided, it has a few North Korean TELs setup and use them to fire at a few American cities and watch how the GBI reacts.
