No Canadian General

It seems that in the Small fleet scenario, 1941 winter, Canada has no generals available to pick from.

Odd it should as it is the 1939 scenario modified.

No, it is a subordinate on the HQ.

The options for generals did appear two turns latter. Beats me...

Odd I see 3 generals in the opening move. But not enough command points to deploy them of course.

Yea this is the same way in the 1939 scenario. You need to gain command points to deploy them

On my allied game of 1939 campaign there was no generals to choose for the Canadian HQ but as i loaded yesterday's save there is three generals to choose from.
