Hi,

the effect of event DE 402 is very poorly described in the manual. Could anyone explain me the effect more detailed, please? How many MPPs will be moved and what is the benefit if you keep it in ukraine?

No MPPs actually get moved and there is no actual transfer of resources. Basically if you answer yes, new resources (Ural mines) begin to slowly ramp up production for the Russians and the existing resources in Ukraine take a damage hit which can repair. So, if the Russians can hold on to their resource hexes in Ukraine or recapture them later they benefit all the more. If you say no, there is no damage to Ukrainian resources but you never get that additional MPP income stream that the new resources in the Urals provide. So, saying yes gives you a short term loss that is eventually greatly outweighed by a long term gain.
