Tethys class issue

So I wanted to create a planet with lots of islands. So I chose the Tethys class to start with. But no matter what combo of planetary stats I pick I always get either an insidious atmosphere or on rare occasions a toxic one. I've even gotten some G2 stars and Earth analogs yet I still get an insidious atmo. I have no "History Classes" chosen either. So I'm curious to know, is this how the Tethys class is supposed to be or is this a bug? What other planet class can I chose to get lots of small islands?
