Lack of minor country cards

Turn 89AA and I have yet to receive a single minor card other than to end a war. Normally I'd have received a few protector or Annex cards by now. How do I adjust advisors and council to change the card mix I receive. I set diplomacy effort for majors and minors to 30% and 70% respectively from the start.

You are probably having an issue with card limits(Idk why you are limited to just 300, that is way too few, it'd be less of an issue if it limited you to 2-3 of each card instead of 300 overall). It sells any extra cards you get so you can check your scrap points and it's probably going up. Really once you get the interior council it just spits out tons of cards(some that are useful others that don't matter). So you can fix that by scrapping cards which is a pain in the ass but you will at least get the minor cards now.

I am scrapping cards every turn, yet the minor nation influence cards are just absent. No protection, Annex, or other cards allowing my Nation to absorb minors. I'm having to fight and conquer everyone. Not familiar with "card limits", but I've played this game a dozen times, and this is the first that is completely absent of these cards.

Stratagems usually have another stratagem as a pre-requisite. I would suggest to avoid scrapping the minor diplomacy stratagems if you were doing it, it will help generating the entire range of minor stratagems.

I don't know from the top of my head for minors but I remember that for majors it generates the basic stratagems first; the game makes sure not to generate stratagems that can't be played when the council is first generated.

Because the cards are an abstraction of complex diplomatic or managerial efforts, and not an actual literal card game where you hold a deck of cards in your hand. Your bureucrats mastering simpler actions leads to more complex actions being available.

Role playing aside, there's very little reason to be constantly scrapping. I recommend holding on to AT LEAST one of each type of card at all times.
