[1.25d] Remove voting rights decision two turns in a row

Per subject, in my current game I got a "remove voting rights from most leaders" decision on turn 37. I rejected it, and had two leaders lose almost 90 loyalty between them. And then next turn I got the exact same decision. It really seems like there should be some cooldown on how frequently such high impact decisions can be brought up. Since it doesn't seem to be reproducible (b/c of randomness) it's probably not helpful to do so, but I'll send saves.

[Edit: continued playing after rejecting it a second time. Got it a third time (t37, t38, t39) the next turn. Constantly wrecking my relation with two leaders (and paying 5pp for the privilege!) is really unsustainable.]

[Edit2: Kept playing. First decision was turn 37; by turn 57, I've had 10 such decisions offered. I will say that's there's some bleak irony in the leaders who're asking me to restrict voting justifying it by saying the high ruler should be the one who decides who gets to vote... and then absolutely not accepting it when I don't take their suggestion...]

If you want to get rid of this decision you gotta get democracy or meritocracy above 30 or autocracy below 50
