Enhancement request: halt repairs

There doesn't seem to be any way to halt repairs, which often are so expensive that nearly the whole AF has to go in to reserve.

Since halting repairs was definitely a thing, (e.g. most of the KM most of the time!) this should be added.

There is a way to halt repairs, it's even called out in the manual I think.
If you put a damaged ship being repaired on mothball status the repairs will stop and it will get an "H" next to the repair time to indicate work has been halted.

An old topic this, but in case people aren't aware, you can upgrade ships in for repairs too.

And if the ship is in for 3 or more months, two things happen:
1. Your upgrade most likely won't delay the return of the unit, if you confine yourself to FC and the like. Don't replace machinery or you won't see it for ~ 1year.
2. It may sometimes be cheaper than repairing it back the original state, or at least not hugely more expensive.

This can be a cost-effective way to do upgrades, especially if you've been constrained recently by penny-pinching parliaments etc. There's usually a war budget in place to pay for all this. Don't let heavy units especially get too out of date, though, or they won't survive in the first place.
