Manually adding a construction unit to a city / town

Hi
When it comes to speeding up repairing captured rail, ports and factories etc I usually use a administrative point to ad a bonus construction unit to hurry things along, however despite allocating the the admin point some towns / cities don't receive any construction unit but I see X amount of construction units Armee , Army Group and OKH level HQ's.
Just been thinking if there sitting in HQ's can I just manually send them to where I want things repaired, will they start to repair the damage.

I have always relied on the computer to allocate the construction unit but its not doing it.
For example I control all the oil factories in the Caucasus I have issued all factories with bonus admin points but only Baku has a construction unit there to help speed up repairs and I want the surrounding towns that have refineries repaired, if attach a construction unit directly to the town and I have plenty of them sitting around doing nothing will it help speed repairs.

To repair depots keep your construction SUs in OKH and manually assign them as required.

There's one thing worth mentioning that manually assigned construction su DOES NOT accelerate the repairs on factories/resources and airfield construction. It all relies on priority repairs that AI assigned. And from my observation, the number of construction SU that can be sent out has some hidden soft limits of 12 that might work similarly to how the initiative affects the number of SU that can participate in combat.

But in the end, we don't know how it works. Perhaps only developers can answer these questions.

I may be wrong about this but I think SUs do help airbase construction. However in this case they do not need to be allocated manually, load up a Corps HQ within 5 hexes with SUs and and the AI will allocate some of them.
