Question: will out of supply range scout units suffer penalty on artillery spotter mission?
Like suffer extra delay on communicating with standby artillery units?

No. Scouts and observers should have long-range operations characteristics that allow them to be at any range from their HQ and function at full capacity.
OTS is looking forward to Southern Storm getting released!
