Strange Soviet AI Behavior when declaring war on Lithuania

Germany declares war on Lithuania on T1.

Get notified that Stalin is abandoning the Ribbentrop-Molotov Pact (which it doesn't, still get 25 MPPs every turn and Poland is still partitioned...).

After Poland surrenders T2, Germany starts to move on Lithuania.

In the meantime, USSR rails in a HQ to Lithuania. (how? Lithuania is not annexed yet by USSR)

Lithuania surrenders on 1939\10\25

Latvia, Estonia don't care Germany declared war or conquered Lithuania.

I failed to hit F2 and did not have the logs turned on. :(

Still getting option to honor the Molotov Pact after USSR said they had abandoned it.

Here it is next turn, after Lithuania has surrendered.

I have the option of attacking the HQ, even though were are not at war.

This is perhaps not an impossible situation to prevent, but I am not sure I will have the time to make any changes here, it would require multiple different script chains based on a very unlikely situation occurring.

This game has been out since when?

... and not one Axis player has declared war on Lithuania on T1?

You need a more diverse set of beta-testers.

On T1, according to the terms of the Ribbentrop-Molotov pact, Lithuania fell within Germany's sphere of influence.

It was not passed off to USSR until T2 or T3.

So, the USSR should not get all that hyper if Germany declared war against Lithuania on T1.

Historically, Germany requested that Lithuania mobilize and proceed to advance and take Vilnius. While they did mobilize, Lithuania refused to be drawn into a war.
The Department inquired regarding a report that there were large Lithuanian troop concentrations on the frontier and that the Germans were urging Lithuania to move against Poland. The Legation was instructed also to report other available information regarding the fears and hopes of Lithuania and the changing situation in that area.

He spoke of German endeavors to incite Lithuania to raise claims to Vilna area. He said that he had been assured by Lithuanian Military Attaché that his country would remain neutral. He made it clear that he regarded this German initiative as unfriendly to the Soviet Union. (Please inform War Department.)
