Game is confused about who is blockaded

I'm getting a "shortages due to blockade" message, but in fact my opponents are the ones blockaded. I am getting victory points for blockading all three of my opponents.

Here's another one, same problem. I have enough force to blockade France in Northern Europe, nothing in the Med, and they do not have enough to blockade me in Northeast Asia, but I am getting the "shortages due to blockade" message. No sign that it is having any effect on my unrest level, which is 0.

This is still happening in the newest public beta. I am blockading two of my opponents and getting the "shortages due to the blockade" message.
