How critical is it to immediately replace leaders with higher ratings in this game ?

Eventually you will buy them all... the exception is Lord Gort... I get rid of him asap.

Probably less critical when your leaders are sixes and sevens and everybody else is averaging fives and fours for the foreseeable future.

It depends what your plans are. If you are doing a major attack, it does give an immediate slight boost. Experiment a bit and see how and when the attack predictor changes when you upgrade the commander.

Generally I don't bother to promote if it only gives +1 skill. +2 is generally worth it unless not much fighting is going on.

Also consider whether you intend to buy a HQ unit soon and what the costs and results will be.

Overall I would say it's essential to do it, though I don't necessarily do so on turn 1.

speaking of leaders, where is German Bunta Paulus, shouldn't he be in the game?
