Search & seizure: a bug and workaround

Hi,

Attached to this message there is a game save. When the German player has the chance to Search & Seizure, independently of what he chooses, the game gets stuck and doesn't continue to the next phase.

Work around: open the US entry pool window and close it, and the game unlocks itself and continues. This has saved me a few times on different problems (getting stuck on air combat, for example). My guess is that there may be some trouble with the code to open/close some windows, and somehow opening another one can fix lock.

In my game, I was able to do S&S normally once, and I am not sure the second time went well (maybe it didnt apply the lose of the resource because the response was different) but it didnt hang.
