Steam Version does not fully shut down

I play CMO on Steam and recently when I Exit the game Stean shows the "X Stop" box and hangs. If I click on the Stop box it changes to "Stopping" but nothing happens. If I shut down Steam normally and then bring it back up, it still shows CMO as "Stopping." The only way I can get it to fully shut down is to go to task manager and shut down Steam that way.

No game saves nor other data is lost, and the game starts normally the next time.

The program tells me I am running v1.07 Build 1567.6.

I tired deleting threcommand.ini file to see if that would fix the issue, it did not.

This could be a Steam problem but no other game of mine on Steam is doing this. I have verified the files through Steam.

How can I get the game to shut down properly?

I tried to attach a zip file of a save but kept getting an error.
